TITLE III YEAR 2 AND YEAR 4 LOCAL EDUCATION AGENCY TECHNICAL ASSISTANCE
This Project includes Local Education Agencies (LEAs) that have failed to meet one or more of their Annual Measurable Achievement Objectives (AMAOs) with their EL subgroup for two or four consecutive years. These identified LEAs are required to work with their regional County Office of Education (COE) Lead to analyze data, verify underlying causes, prioritize key challenge areas, and propose research-based solutions to meet all AMAOs in the future. LEAs are then charged with the task to create and implement an improvement plan. Title III Year 2 LEAs create an Improvement Plan Addendum (IPA) and Title III Year 4 LEAs create an online English Learner Action Plan. Both plans incorporate their proposed solutions in order to improve academic achievement and/or English proficiency of English Learners.
While LEAs in Title III Year 4 enter their plans on this site, LEAs in Title III Year 2 email a copy of their IPA to their regional COE Lead. The Lead reviews the IPA and sends back recommended revisions. The final IPA is sent back to the Lead and posted on this site. Plans on this site are then monitored for implementation.
TECHNICAL ASSISTANCE
The California Department of Education, in collaboration with the California Comprehensive Center, has developed analytical tools to assist the LEA in this planning process and has identified several observational tools suggested for use in the evaluation of programs for English Learners. The IPA and Action Plan online formats, analytical tools, and ongoing technical assistance are available to LEAs through Webinars and through trainings by their regional COE Leads.
