As of the end of the 2005-2006 school year, all teachers of core academic subjects must be highly qualified. All teachers of core academic subjects hired after the first day of the 2002-2003 school year, and teaching in programs supported with Title I, Part A funds, must have been highly qualified at the time of hire. The district must also have a plan describing how it will meet the state's annual measurable objectives. Highly Qualified has been defined as holding a bachelor's degree in the subject taught, passing a rigorous state test, and holding a teaching credential. States are establishing specific criteria for this provision and plans for strengthening teacher quality in all their schools. USDE: NCLB—A Road Map to State Implementation This U.S. Department of Education publication is a user-friendly guide to help navigate the road ahead in education reform. Getting Our Best Teachers Where They Are Needed Most Provides a useful resource library focused on critical issues of teacher quality and closing the teaching gap. Teacher Quality Teacher Quality (TQ) Source Features publications, policy information, and initiatives on preparing, certifying, recruiting, and retaining quality teachers, as well as a searchable database of national and state data on teachers. It is a collaborative project between the North Central Regional Educational Laboratory (NCREL) and the Education Commission of the States (ECS). Title II Technical Assistance Provides information on Title II, which supports improved recruitment, preparation, and support of new teachers, as well as requires the reporting of teacher preparation and licensing in every state. Events Keeping Quality Teachers: The Art of Retaining General and Special Education Teachers May 25, 2005 In this interactive presentation, Karen Mikkelsen, Program Associate with the Northeast Regional Resource Center at WestEd, will provide an overview of Keeping Quality Teachers: The Art of Retaining General and Special Education Teachers. This powerful, user-friendly tool provides school leaders with resources to address retention of all teachers, but especially those in special education. It contains a framework for action that includes practice that, if implemented, will promote the retention of quality teachers.
