Categorical Program Monitoring

About

CPM Online is a collaborative project of the California Department of Education and the California Comprehensive Center at WestEd. Formerly known as Coordinated Compliance Review (CCR), CPM is intended to help LEAs monitor categorical program implementation and outcomes in an ongoing self-evaluative manner. The goal is to make CPM an integral part of the LEAs support and activities of schools, rather than a set of activities every four years. The bulk of the work has focused on identifying and implementing technology applications where appropriate. The project involves five phases: discovery, design, production, implementation and transition. Each phase lays the foundation for its successor and relies on input from stakeholders (e.g., CDE and LEA staff).

Phase One, Discovery (March - May 2008)

Conduct an analysis of the current CPM process and associated systems to determine how CPM is currently designed to operate, how well it is meeting its purpose and needs, where problems exist, and the nature of those problems.

Outcomes:

  • Map of current CPM system and associated processes and procedures.
  • Analysis of documents, tools, reports and other related materials.
  • Identification of areas in need of improvement, changes in procedures or requirements, and modification of content/documentation.

Phase Two, Design (May - June 2008)

Based on the results of Phase One, develop process flows, visual mockups, information architecture and technical specifications.

Outcomes:

  • Detailed systems flow chart that depicts the entire revised system including the role and responsibilities of each entity in the system (e.g., CDE division or program, LEA), due dates, logic checks, decision points, etc.
  • For the online portion, an information architecture (wireframes and site map) that communicates the information structure of the system.
  • Visual design (graphics, color, etc).
  • Policy, procedural and organizational changes necessary for a successful CPM online system.

Phase Three, Production (June - August 2008)

Programmers proceed with the development tasks and production staff finalize the user interface based design elements provided by Phase Two.

Outcomes:

  • Website for pilot rollout in Fall 2008.
  • System and website documentation
  • Training materials

Phase Four, Implementation (pilot 2008-09, full implementation 2009-10)

Pilot the new CPM online system with subset of LEAs. Gather feedback and other data in order to refine system for full implementation in 2009-10.

Outcomes:

  • Clear plan for implementation and roll out.
  • Pilot of CPM system.
  • Refinement and technical revisions if needed.

Phase Five, Implementation (Spring 2008 – Summer 2010)

Refine CPM system based on pilot results, implement fully within CDE structures and roll out statewide.

Outcomes:

  • A clear, specific plan for transition of CPM online into CDE operation, technological and procedural structures.
  • Fully implemented, functionally relevant CPM process that includes online as well as offline procedures and activities
