Professional Development

NCLB requires that all public school teachers of core academic subjects receive high-quality professional development. This requirement is not limited to public school teachers who are not yet highly qualified, but applies broadly to all public school teachers of core academic subjects, even those already highly qualified. NCLB allows states to use Title I and Title II funds to provide professional development for teachers. Each district receiving Title I funds must spend at least 5 percent of its Title I allocation on professional development activities to help teachers become highly qualified. Any school not meeting its adequate yearly progress target for two consecutive years must use at least 10% of its Title I funds for professional development. Title II also includes specific grant programs to support professional development activities.
