Implementation of Elementary and Secondary Education Act Requirements under
Titles I, II and III


INTRODUCTION


School districts are increasingly subject to improvement requirements under the Elementary and Secondary Education Act (ESEA), currently authorized as the No Child Left Behind (NCLB) Act of 2001. School districts receiving funds under Titles I, II, and III must meet student achievement targets by 2013-14. In many cases, the under-achievement of the same students leads to district improvement status. As a result, everyone in the system needs to work together to align improvement support for each of the ESEA Titles to help students meet achievement targets and close the achievement gap.

Towards this end, the California Department of Education (CDE) is aligning a number of ESEA notice and technical assistance activities. These include the following:

  • Release of a common notice letter to all school districts in early September notifying them of their improvement status under ESEA Titles I, II, and/or III.
  • A Webcast and series of technical assistance Webinars urging districts to engage staff from across ESEA on common, aligned work to support improved student achievement.
  • Release of revised school and district program self-assessment tools. These include the:
    • Academic Program Survey (APS);
    • District Assistance Survey (DAS);
    • English Learner Subgroup Self Assessment (ELSSA); and
    • Inventory of Services and Supports (ISS) for Students with Disabilities.

The tools should be used by any underperforming school or district and their support providers, in conjunction with student achievement data from the CDE’s Web site, to inform collaborative school and district planning. Over the course of the next year, CDE will be working with school districts, county offices, and the California Comprehensive Center to refine these tools and processes.

All of these events revolve around support for implementation of the federal requirements under ESEA. The September 25, 2009 Webcast reviews expectations and urges school district leaders to work together to meet requirements. The October 6, 2009 Webinar outlines an inquiry process and provides practice on the use of data for collaborative planning in the development and implementation of district plans. Implementation of local educational agency (LEA) plans and monitoring and revision of plans as circumstances change will also be important.

The schedule below identifies both aligned program activities and program specific requirements. Please download the appropriate participant instructions, powerpoint files, and in some cases, the tools or data. All activities will be archived at this site with links to CDE Title I, II, and III sites.
