About the Year 4 Forum
During this two-day Forum, Local Education Agencies (LEAs) will begin the process of developing the required Title III Year 4 Action Plan.
In collaboration with the California Department of Education (CDE), the California Comprehensive Center at WestEd (CACC), and regional County Offices of Education (COE) leads, the LEA will:
- use specific tools (observational, data analysis, etc.) to assist in the inquiry process for developing the Action Plan
- conduct an in-depth analysis of its achievement data patterns resulting from current practices
- identify possible causes of failure to meet AMAOs
- identify and discuss research-based practices of educational systems effective with ELs
- begin the process of developing the online Year 4 Action Plan
In addition, the Forum will:
- provide information regarding ongoing opportunities for further technical assistance
- clarify reporting requirements for LEAs responding to Title I Program Improvement sanctions
Registration for the two-day Forum is required for LEAs that have failed to meet AMAO for four consecutive years. The Year 4 Action Plan will guide LEAs toward systemic improvment of curriculum, programs and methods of instruction for all EL students.

LEA teams (minimum of three, maximum of five) should be selected from the following personnel:

Forum Presenters and County Office of Education Leads
California Comprehensive Center at WestEd
Robert Linquanti is Project Director in English Learner Evaluation and Accountability Support, and Senior Research Associate at WestEd. He provides technical assistance to schools, districts and state educational agencies on implementing NCLB and evaluating EL services for accountability and improvement. He has assisted California and several other states in developing policy to implement NCLB Title III. He is also a consultant to the Council of Chief State School Officers, the WIDA Consortium, and the US Department of Education on Title III assessment and accountability policies.
Zoe Ann Brown is a Senior Program Associate at WestEd, where her primary focus is working with the CDE and its districts to improve the educational outcomes of English Learners. Zoe Ann brings a variety of experiences to this work, including school, district, and state reform, language and content area assessment, biliteracy instruction, curriculum development, language research, and teacher preparation. Her Ph.D. from Stanford University focused on language assessment, bilingual education/second language curriculum, and teacher education. Her most recent work has been in developing on-line, multimedia programs to teach reading to ELs.
Beth Anselmi Simpson is a Senior Program Associate with the Comprehensive School Assistance Program at WestEd. She has worked at the district level as Assistant Superintendent of Curriculum and Instruction and in Assessment and Evaluation. She has been a site administrator, staff developer and bilingual teacher in California, Illinois and Iowa. She has also worked as a consultant with the English Learner Accountability Unit at the California Department of Education. She holds Masters degrees in Education Administration and Bilingual/Multicultural Education and is currently working on a doctorate.
