Seminar Presenters
Robert Linquanti is Project Director in English Learner Evaluation and Accountability Support, and Senior Research Associate at WestEd. He provides technical assistance to schools, districts and state educational agencies on implementing NCLB and evaluating EL services for accountability and improvement. He has assisted California and several other states in developing policy to implement NCLB Title III. He is also a consultant to the Council of Chief State School Officers, the WIDA Consortium, and the US Department of Education on Title III assessment and accountability policies.
Zoe Ann Brown is a Senior Program Associate at WestEd, where her primary focus is working with the CDE and its districts to improve the educational outcomes of English Learners. Zoe Ann brings a variety of experiences to this work, including school, district, and state reform, language and content area assessment, biliteracy instruction, curriculum development, language research, and teacher preparation. Her Ph.D. from Stanford University focused on language assessment, bilingual education/second language curriculum, and teacher education. Her most recent work has been in developing on-line, multimedia programs to teach reading to ELs.
Beth Anselmi Simpson is a Senior Program Associate with the Comprehensive School Assistance Program at WestEd. She has worked at the district level as Assistant Superintendent of Curriculum and Instruction and in Assessment and Evaluation. She has been a site administrator, staff developer and bilingual teacher in California, Illinois and Iowa. She has also worked as a consultant with the English Learner Accountability Unit at the California Department of Education. She holds Masters degrees in Education Administration and Bilingual/Multicultural Education and is currently working on a doctorate.
